Article 93: Plants which cannot be established by Participants
A- In mixed and specialized OIZs the following are banned;
1- refinery, gasification and liquefaction plants,
a- crude oil refinery,
b- plants where coal or bituminous shale is liquefied and gasified.
c- filling and storage plants for liquefied petroleum gas.
2- Cement factories, concrete stations, clinger producing plants 3- Repealed Regulations 4- Nuclear power stations and other nuclear reactors 5- Plants designed for the purpose of storage, disposal and processing of radioactive waste and similar radioactive waste plants. 6- Plants for production and enrichment of nuclear fuel 7- Repealed Regulations 8- Recovery plants for industrial bilge-wastewater. 9- Used oil is re-refined and made into a re-useable product; there are plants for the recovery of metal and non-metal waste and scrap; other waste may be subjected to incineration, gasification, chemical treatment or used as landfill.
Other than those mentioned in the first paragraph, decisions relating to the disposal of objectionable waste are made by the OIZ Board of Entrepreneurs guided by reports received from universities and other similar organizations
B- In mixed OIZs the following are banned:
1- Plants where flammable and explosive materials are produced. 2- Petrochemical complexes. 3- Tile and brick factories, coal washing, lime, gypsum and emery plants (with the exception of plants where filtration systems are used in production with closed process, gas or liquid fuel systems). 4- Integrated sugar factories. 5- Chlorine- alkali plants; factories producing glycerin, fatty acids, sulphuric acids, phosphoric acids, hydrochloric acids, chlorine and similar chemicals; nitrogen industry and fertilizer factories integrated with this industry. 6- Plants producing raw materials for pesticides. 7- Plants where asbestos or asbestos containing products are processed and converted. 8- Cellulose and celluloid producing plants. 9- Plants producing any kind of paper out of paper pulp (except from plants establishing wastewater treatment facilities according to OIZ channel discharge standards) 10- Plants processing raw leather, slaughtering animals and paddock plants 11- Fermentation and salt production plants. 12- Talc, barite, calcite and antimony breaking and grinding plants.
The board of entrepreneurs of the OIZ refers to the Ministry regarding industries which are considered to constitute a risk and are not mentioned above.
